    Canada Remembers its Merchant Navy Veterans

    2011 was a busy, focused and successful one for our community. There are a number of reasons to say this and I figured important enough to number.

    1. Unemployment numbers in our community dropped each and every month since January.

    There are still more jobs to create and the recovery is a fragile one. No question however, that we are on the right track.

    2. The Cairns Family Health and Biosciences Research Complex was built and is almost completed.

    No longer is Brock the university up on the hill. The facility will boast almost 110,000 sq feet of Bioscience research, second to no other research facility or university in the country. It will in fact, rival the facility in place at the University of Florida. The link with the community and our local economy is through the incubator facility that will house small start up businesses. The true value of this investment is when we see the creation of manufacturing jobs through this facility. My close friend Jeff Cairns' dad Roy passed away in 2011.? One of his last significant commitments to his community was the Cairns' family investment and contribution to Brock. Roy had a feeling this is going to work and it's up to all of us to make sure we prove his feeling true.

    3. Majority government on May 2nd of this year.

    Yes of course, those who didn't vote Conservative may disagree with this from a partisan perspective, but truly what this country needed was a stable federal government for a number of years. We can all judge the results once we reach re-election time in 2015.

    4. Completion of a number of economic stimulus projects in town.

    The new parking garage, the Armenian community centre, the children's centre at the YMCA, the football/soccer facility at the 4-pad, a brand new airport, nGen technology and multi-media investments, to name a few, have helped bring our community into the modern era. They also created short and long term jobs that were sorely required.

    5. St. Catharines/Niagara is at the forefront of the agenda in our nation's capital.

    The direction we take as a government is inspired by and involves our community. In other words, we matter and we play a role. I have to compliment both Dean Allison and Justice Minister Rob Nicholson for being great spokespersons for our communities.

    Turning to 2012, the economy and continuing to help create jobs will remain our community's most important focus. It's the responsibility of all of us local politicians at the federal, provincial, regional and municipal jurisdictions to work together and never lose sight of the fact that whatever we do must have a long term economic benefit to our city and our Niagara.

    We've spent a ton, yes a ton, of taxpayers money in St. Catharines from all orders (levels) of government. All of those investments were made with the rebuilding of our local economy in mind. In other words, we aren't dreamers or creative folks any longer. We are now project managers who have to ensure that taxpayer's investments will do what we (politicians) said it would. In 2012 I'm focused on the results of these investments to ensure that the investors (taxpayers) get value for their hard earned dollars vis-?-vis property tax, regional tax, provincial tax and federal tax. Every one of us has to focus on providing the actual outcomes from each of these investments that prove they're delivering the results promised.

    Heading into my 6th year as the MP for our city, I'm looking forward to playing my part and ensuring we do focus on our economy and continue to bring St. Catharines issues to Ottawa.

    Eyeless Australian fish have closest relatives in Madagascar

    ScienceDaily (Aug. 29, 2012) ? A team of researchers from Louisiana State University and the American Museum of Natural History has discovered that two groups of blind cave fishes on opposite sides of the Indian Ocean are each other's closest relatives. Through comprehensive DNA analysis, the researchers determined that these eyeless fishes, one group from Madagascar and the other from similar subterranean habitats in Australia, descended from a common ancestor before being separated by continental drift nearly 100 million years ago. Their study, which appears in the journal PLoS ONE this week, also identifies new species that add to existing biological evidence for the existence of Gondwana, a prehistoric supercontinent that was part of Pangaea and contained all of today's southern continents.

    "This is the first time that a taxonomically robust study has shown that blind cave vertebrates on either side of an ocean are each other's closest relatives," said Prosanta Chakrabarty, an assistant professor and curator of fishes at Louisiana State University's Museum of Natural Science. "This is a great example of biology informing geology. Often, that's how things work. These animals have no eyes and live in isolated freshwater caves, so it is highly unlikely they could have crossed oceans to inhabit new environments."

    The cave fishes, of the genus Typhleotris in Madagascar and Milyeringa in Australia, are small -- less than 100 millimeters long -- and usually lack pigment, a substance that gives an organism its color and also provides protection from the sun's ultraviolet radiation. These characteristics, coupled with a lack of eyes and enhanced sensory capabilities, allow cave fishes to survive in complete darkness. For this reason, the fishes have very restricted distributions within isolated limestone caves. It's also why the newfound genetic relationship between the trans-oceanic groups is an exciting geological find.

    "The sister-group relationship between cavefishes from Madagascar and Australia is a remarkable example of Gondwanan vicariance -- a geographical split dating back to the Late Cretaceous some 100 million years ago," said John Sparks, a curator in the Division of Vertebrate Zoology at the American Museum of Natural History. "The interesting thing about Madagascar's extant freshwater fish groups, with the exception of a single species, is that all exhibit relationship patterns that are in time with the Mesozoic breakup of Gondwana -- some are related to groups in India/Sri Lanka, and others to groups in Australia. Only a single freshwater species has its closest relative in nearby Africa."

    One of the new species discovered by the researchers, which will be named in a future publication, is a novelty among cave fishes because it is fully and darkly pigmented. The analysis the researchers conducted for this fish's tree of life shows that it evolved from a pigment-free ancestor, indicating that some subterranean forms can "reverse" themselves for this character.

    "It is generally thought that cave organisms are unable to evolve to live in other environments," Sparks said. "Our results, and the fact that we have recently discovered new cave fish species in both Madagascar and Australia belonging to these genera, are intriguing from another perspective: they show that caves are not so-called 'evolutionary dead ends.'"

    Funding for the research expedition was provided by the Constantine S. Niarchos Expedition Fund, established by the Stavros Niarchos Foundation to support the research of museum curators around the globe. This particular expedition turned into more of an adventure than the group was planning -- in fact, one of the new species has been given a moniker that means "big sickness" in Malagasy because of the dangers the team incurred while searching for specimens in this dry, inhospitable region of Madagascar.

    "Only two specimens of the new pigmented form were recovered from the first cave we searched in Madagascar, despite the fact that we spent hours in this sinkhole," said Chakrabarty. "Even the locals hadn't been inside of it before."

    Because remote locales with caving opportunities exist all over the world, the researchers are eager to pursue other opportunities for discovery.

    "Conducting this research really developed my love for caving," said Chakrabarty. "You don't always find something exciting. But, when you consider how isolated many of these caves are, especially in places like Madagascar, and how unaffected they have been by the passage of time, you know that the fish in there are going to tell a really good story."

    Army Corps: New Orleans levees holding up

    NEW ORLEANS (AP) ? Hurricane Isaac pushed water over a rural levee to flood some homes, knocked out power and immersed beach-front roads in Louisiana and Mississippi early Wednesday as it began a drenching slog inland from the Gulf of Mexico with a newly fortified New Orleans in its path.

    Wind gusts of more than 60 miles per hour and sheets of rain pelted New Orleans, where people braced themselves for the storm behind levees that were strengthened after the much stronger Hurricane Katrina hit seven years ago to the day.

    Officials say New Orleans' flood protections system were holding up so far as Hurricane Isaac storms through the area; the rural levee was not part of the new system.

    "The system is performing as intended, as we expected; we don't see any issues with the hurricane system at this point," said Army Corps of Engineers spokeswoman Rachel Rodi.

    She said the corps expected to be on "high alert" for the next 12 to 24 hours.

    Isaac's dangerous storm surges and flooding threats from heavy rain were expected to last all day and into the night as it crawls over Louisiana, the U.S. National Hurricane Center in Miami warned.

    Water driven by the large and powerful storm pushed over the top of an 18-mile stretch of one levee in Plaquemines Parish south of New Orleans, flooding some homes in a thinly populated area. The levee is one of many across the low-lying coastal zone and not part of New Orleans' defenses.

    As the rain continued and winds pushed across the Gulf Coast, it remained far too soon to determine the full extent of the damage.

    Authorities in Plaquemines Parish believe some people may be trapped but were not sure how many may have remained despite an earlier evacuation order. Rescuers were waiting for the strong winds to die down later in the day before moving out to search.

    "We did have two parish police officers that were stuck in a car there. We just found out they were rescued and are safe," said emergency management spokeswoman Caitlin Campbell. Two other parish workers in a boat rescued them.

    Isaac was packing 80 mph winds, making it a Category 1 hurricane. It came ashore at 7:45 p.m. EDT Tuesday near the mouth of the Mississippi River, driving a wall of water nearly 11 feet high and soaking a neck of land that stretches into the Gulf.

    The storm stalled for several hours before resuming a slow trek inland, and forecasters said that was in keeping with the its erratic history. The slow motion over land means Isaac could be a major soaker, dumping up to 20 inches of rain in some areas, and every storm is different, said Ken Graham, chief meteorologist at the National Weather Service office in Slidell, La.

    "It's totally up to the storm," he said.

    Isaac's winds and sheets of rain whipped New Orleans, where forecasters said the city's skyscrapers could feel gusts up to 100 mph. The weather service said more than 9 inches of rain had fallen in New Orleans in the 24 hours up to 7 a.m..

    Power was knocked out to 482,000 customers across southern Louisiana, about 157,000 of them in New Orleans, utility Entergy said.

    In Mississippi, the main highway that runs along the Gulf, U.S. 90, was closed in sections by storm surge flooding. At one spot in Biloxi, a foot of water covered the in-town highway for a couple of blocks and it looked like more was coming in. High tide around 9:30 a.m. was likely to bring up more water.

    In Pass Christian, a Mississippi coastal community wiped out by hurricanes Camille and Katrina, Mayor Chipper McDermott was optimistic Isaac would not deal a heavy blow.

    "It's not too bad, but the whole coast is going to be a mess," he said early Wednesday.

    McDermott stood on the porch of the $6 million municipal complex built after Katrina, with walls of 1-foot-thick concrete to withstand hurricane winds. As he looked out toward the Gulf of Mexico, pieces of a structure that had stood atop the city's fishing pier washed across the parking lot.

    The state transportation department said Mississippi Highway 43 and Mississippi Highway 604, both in Hancock County, were not passable because of storm surge driven inland.

    In largely abandoned Plaquemines Parish, Campbell said an 18-mile stretch along the thinly populated east bank was being overtopped by surge. The levee had not broken.

    Campbell said officials believe some people may be trapped in their homes by water from the overtopped levee but were not sure how many might still be in the area. Strong wind was hampering efforts of rescuers to get into parts of the area.

    She said officials expected the water to recede to the Gulf as wind direction changes with the storm's movement..

    Tens of thousands of people had been told ahead of Isaac to leave low-lying areas of Mississippi and Louisiana, including 700 patients of Louisiana nursing homes. Mississippi shut down the state's 12 shorefront casinos.

    The hurricane promised to lend even more solemnity to commemoration ceremonies Wednesday for Katrina's 1,800 dead in Louisiana and Mississippi, including the tolling of the bells at St. Louis Cathedral overlooking New Orleans' Jackson Square.

    The storm drew intense scrutiny because of its timing __ coinciding with Katrina and the first major speeches of the Republican National Convention in Tampa, Fla., already delayed and tempered by the storm.

    Isaac promises to test a New Orleans levee system bolstered by $14 billion in federal repairs and improvements after the catastrophic failures during Katrina. But in a city that has already weathered Hurricane Gustav in 2008, many had faith.

    "I feel safe," said Pamela Young, who was riding out the storm in the Lower 9th Ward with her dog Princess in a new, two-story home built to replace the one destroyed by Katrina.

    "If the wind isn't too rough, I can stay right here," she said, tapping on her wooden living room coffee table. "If the water comes up, I can go upstairs."

    Isaac posed political challenges with echoes of those that followed Katrina, a reminder of how the storm seven years ago became a symbol of government ignorance and ineptitude.

    President Barack Obama sought to demonstrate his ability to guide the nation through a natural disaster and Republicans reassured residents they were prepared Tuesday as they formally nominated the former Massachusetts governor as the Republican Party's presidential candidate.

    There was already simmering political fallout from the storm. Louisiana's Republican Gov. Bobby Jindal, who canceled his trip to the convention in Tampa, said the Obama administration's disaster declaration fell short of the federal help he had requested. Jindal said he wanted a promise from the federal government to be reimbursed for storm preparation costs.

    FEMA Administrator Craig Fugate said such requests would be addressed after the storm.

    Obama promised that Americans will help each other recover, "no matter what this storm brings."

    "When disaster strikes, we're not Democrats or Republicans first, we are Americans first," Obama said at a campaign rally at Iowa State University. "We're one family. We help our neighbors in need."

    Along the Gulf coast east of New Orleans, veterans of past hurricanes made sure to take precautions.

    Bonnie Chortler, 54, of Waveland, Miss., lost her home during Hurricane Katrina. After hearing forecasts that Isaac could get stronger and stall, she decided to evacuate to her father's home in Red Level, Ala.

    "A slow storm can cause a lot more havoc, a lot more long-term power outage, 'cause it can knock down just virtually everything if it just hovers forever," she said.

    Those concerns were reinforced by local officials, who imposed curfews in three Mississippi counties.

    "This storm is big and it's tightening up and it sat out there for 12 hours south of us and it's pushing that wave action in and there's nowhere for that water to go until it dissipates," said Harrison County Emergency Operations Director Rupert Lacy.

    According to the scientists, 50% of cancers are caused by failures in the regulation of the cell cycle, a cycle that starts with the formation of cells and ends with its apoptosis, or programmed cell death. The regulation of this cell cycle is achieved by a protein called p53 (name assigned by its molecular mass). The p53 protein is a natural tumour suppressor and it is in charge of ordering the human cells when they come to the end of their natural cycle.

    There are many reasons, such as DNA damage, why this cycle may go haywire or fail. When this happens the tumour cells that were suppose to die, continue growing, resulting in either benign or malignant tumours.

    The research, published in the science journal PloS One, found the plant extract had a novel mechanism which could remedy defects in cell DNA that would normally resist tumour growth.

    Research still in its infancy

    Professor Helen Griffith of Aston University said, ?More research is needed to establish the role of the extract in cancer management and it now needs to be demonstrated that this extract is as effective in killing cancer cells inside the body as it is within laboratory. The next steps are to identify which element of the plant is responsible for killing the cancer cells with a view to eventually begin trails with human cancer patients.?

    Sleep learning is possible: Associations formed when asleep remained intact when awake

    ScienceDaily (Aug. 26, 2012) ? Is sleep learning possible? A new Weizmann Institute study appearing August 26 in Nature Neuroscience has found that if certain odors are presented after tones during sleep, people will start sniffing when they hear the tones alone -- even when no odor is present -- both during sleep and, later, when awake. In other words, people can learn new information while they sleep, and this can unconsciously modify their waking behavior.

    Sleep-learning experiments are notoriously difficult to conduct. For one thing, one must be sure that the subjects are actually asleep and stay that way during the "lessons." The most rigorous trials of verbal sleep learning have failed to show any new knowledge taking root. While more and more research has demonstrated the importance of sleep for learning and memory consolidation, none had managed to show actual learning of new information taking place in an adult brain during sleep.

    Prof. Noam Sobel and research student Anat Arzi, together with Sobel's group in the Institute's Neurobiology Department in collaboration with researchers from Loewenstein Hospital and the Academic College of Tel Aviv -- Jaffa, chose to experiment with a type of conditioning that involves exposing subjects to a tone followed by an odor, so that they soon exhibit a similar response to the tone as they would to the odor. The pairing of tones and odors presented several advantages. Neither wakes the sleeper (in fact, certain odors can promote sound sleep), yet the brain processes them and even reacts during slumber. Moreover, the sense of smell holds a unique non-verbal measure that can be observed -- namely sniffing. The researchers found that, in the case of smelling, the sleeping brain acts much as it does when awake: We inhale deeply when we smell a pleasant aroma but stop our inhalation short when assaulted by a bad smell. This variation in sniffing could be recorded whether the subjects were asleep or awake. Finally, this type of conditioning, while it may appear to be quite simple, is associated with some higher brain areas -- including the hippocampus, which is involved in memory formation.

    In the experiments, the subjects slept in a special lab while their sleep state was continuously monitored. (Waking up during the conditioning -- even for a moment -- disqualified the results.) As they slept, a tone was played, followed by an odor -- either pleasant or unpleasant. Then another tone was played, followed by an odor at the opposite end of the pleasantness scale. Over the course of the night, the associations were partially reinforced, so that the subject was exposed to just the tones as well. The sleeping volunteers reacted to the tones alone as if the associated odor were still present -- by either sniffing deeply or taking shallow breaths.

    The next day, the now awake subjects again heard the tones alone -- with no accompanying odor. Although they had no conscious recollection of listening to them during the night, their breathing patterns told a different story. When exposed to tones that had been paired with pleasant odors, they sniffed deeply, while the second tones -- those associated with bad smells -- provoked short, shallow sniffs.

    The team then asked whether this type of learning is tied to a particular phase of sleep. In a second experiment, they divided the sleep cycles into rapid eye movement (REM) and non-REM sleep, and then induced the conditioning during only one phase or the other. Surprisingly, they found that the learned response was more pronounced during the REM phase, but the transfer of the association from sleep to waking was evident only when learning took place during the non-REM phase. Sobel and Arzi suggest that during REM sleep we may be more open to influence from the stimuli in our surroundings, but so-called "dream amnesia" -- which makes us forget most of our dreams -- may operate on any conditioning occurring in that stage of sleep. In contrast, non-REM sleep is the phase that is important for memory consolidation, so it might also play a role in this form of sleep-learning.

    Although Sobel's lab studies the sense of smell, Arzi intends to continue investigating brain processing in altered states of consciousness such as sleep and coma. "Now that we know that some kind of sleep learning is possible," says Arzi, "we want to find where the limits lie -- what information can be learned during sleep and what information cannot."

    (AP) ? It was the $1 billion question Saturday: What does Apple Inc.'s victory in an epic patent dispute over its fiercest rival mean for the U.S. smartphone industry?

    Analysts from Wall Street to Hong Kong debated whether a jury's decision that Samsung Electronics Co. ripped off Apple technology would help Apple corner the U.S. smartphone market over Android rivals, or amount to one more step in a protracted legal battle over smartphone technology.

    Many analysts said the decision could spell danger for competitors who, like Samsung, use Google Inc.'s Android operating system to power their cellphones.

    "I am sure this is going to put a damper on Android's growth," New York-based Isi Group analyst Brian Marshall said, "It hurts the franchise."

    The Silicon Valley jury found that some of Samsung's products illegally copied features and designs exclusive to Apple's iPhone and iPad. The verdict was narrowly tailored to only Samsung, which sold more than 22 million smartphones and tablets that Apple claimed used its technology, including the "bounce-back" feature when a user scrolls to an end image, and the ability to zoom text with a tap of a finger.

    But most other Apple competitors have used the Android system to produce similar technology, which could limit the features offered on all non-Apple phones, analysts said.

    "The other makers are now scrambling" to find alternatives, said Rob Enderle, a leading technology analyst based in San Jose.

    Seo Won-seok, a Seoul-based analyst at Korea Investment said that the popular zooming and bounce-back functions the jury said Samsung stole from Apple will be hard to replicate.

    The companies could opt to pay Apple licensing fees for access to the technology or develop smarter technology to create similar features that don't violate the patent ? at a cost likely to be passed onto consumers.

    Apple lawyers are planning to ask that the two dozen Samsung devices found to have infringed its patents be barred from the U.S. market. Most of those devices are "legacy" products with almost nonexistent new sales in the United States. Apple lawyers will also ask that the judge triple the damage award to $3 billion since the jury found Samsung "willfully" copied Apple's patents.

    A loss to the Android-based market would represent a big hit for Google as well. Google relies on Android devices to drive mobile traffic to its search engine, which in turn generates increased advertising revenue. Android is becoming increasingly more important to Google's bottom line because Apple is phasing out reliance on Google services such as YouTube and mapping as built-in features on the iPhone and iPad.

    Some experts cautioned that the decision might not be final, noting the California lawsuit is one of nine similar legal actions across the globe between the two leading smartphone makers.

    Samsung has vowed to appeal the verdict all the way to the U.S. Supreme Court, arguing that Apple's patents for such "obvious" things as rounded rectangle were wrongly granted. A Sept. 20 hearing is scheduled.

    The $1 billion represents about 1.5 percent of Samsung's annual revenue. Jerome Schaufield, a technology professor at the Worcester Polytechnic Institute said the verdict wouldn't upend a multibillion-dollar global industry.

    "Samsung is powerful," Schaufield said. "The company will regroup and go on."

    Samsung engineers have already been designing around the disputed patent since last year.

    "We should never count out Samsung's flexibility and nimbleness," said Mark Newman, a Hong Kong-based analyst with Sanford C. Bernstein. "This is merely an embarrassment and annoyance to the company that they will have to find ways around."

    The dispute centers on Apple's dissatisfaction with Google's entry into the phone market when the search company released its Android operating system and announced any company could use it free of cost.

    Google entered the market while its then-CEO Eric Schmidt was on Apple's board, infuriating Apple co-founder Steve Jobs, who considered Android to be a blatant rip-off of the iPhone's innovations. Apple filed its patent infringement lawsuit in April 2011, engaging the country's highest-paid patent lawyers to demand $2.5 billion.

    The verdict didn't faze some iPhone users, who said that they already know Apple phones are superior.

    The rivals are "modeling phones based on what they see with the iPhone," said David Green of Wareham, Mass., finishing a call on his iPhone while waiting to catch a train.

    He switched to Apple from a BlackBerry about a year ago, after becoming disenchanted with the reliability and technological features of non-Apple smartphones.

    "When I got the iPhone, it worked so well that I told my friends, 'Now I have a REAL smartphone,'" Green said.

    I-9 Form Expires on Aug. 31 - Business Management Daily

    Nothing says "Welcome to the Company" like having new employees fill out paperwork on their first day. While some of that paperwork can be delayed, the federal government demands that employers fill out one certain form within three days?the infamous Employment Eligibility Verification Form, or I-9 Form as it's known.

    The U.S. Citizenship and Immigration Service (USCIS) has proposed some changes to the I-9, but hasn?t made anything official yet. In the meantime, many HR professionals noticed that the form carries an expiration date of Aug. 31, 2012 (in the upper right corner), which is quickly approaching.

    What if the USCIS doesn?t release a new form before the Aug. 31 expiration date? The question has baffled I-9 groupies (yes, there are I-9 groupies out there!).

    Well, the USCIS solved the mystery last week, saying this:

    "Until further notice, employers should continue using the Form I-9 currently available on the forms section of http://www.uscis.gov. This form should continue to be used even after the OMB control number expiration date of August 31, 2012 has passed. USCIS will provide updated information about the new version of the Form I-9 as it becomes available."

    That solves that. But what changes can you expect the USCIS to make once it does give the I-9 its facelift??

    According to the I-9 and E-Verify Blog, this will be the 12th version of the I-9, which originally debuted in 1987. Most of those were minor modifications?a checkbox here or a word change there to reflect I-9 regulation changes.

    The biggest difference this time: The form would expand from two to three pages (including the ?List of Acceptable Documents?).

    The extra room would allow USCIS to add additional List A documents and more information for employers and employees to complete. It would include new, optional data fields to collect the employee?s email address and phone number. Plus, Section 2 would be on the second page of the form, which provides a clear delineation: page 1 is for the employee (or preparer) to complete and page 2 is for the employer to complete.

    So far, the USCIS has received more than 6,200 comments on these proposed changes. The comment period has been extended to Sept. 21, 2012. For more details on the changes and links to comment, go to the I-9 and E-Verify Blog.

    Rep. Sheila Jackson Lee: I survived breast cancer battle

    HOUSTON ? Rep. ?Sheila Jackson Lee announced Friday that she has been battling breast-cancer and is now cancer free.

    ?Today, I announce that I am a survivor of a disease that has affected millions of women around the world- breast cancer.? I was diagnosed last year,? she said in a statement released.???Like so many women, I experienced surgery, chemotherapy, radiation and other effects including loss of hair. Now, I am cancer free.? I recently finished my last course of treatment.? What a great feeling!??

    Jackson Lee said she received care at MD Anderson Cancer Center.

    She urged women to learn about the disease, take preventative measures, and work to detect it early to increase odds of survival.
